Booking Terms & Conditions
These terms apply to every reservation made with Five Boro Limo. They are written to be clear, fair, and compliant with NYC TLC rules for licensed Black Car and Luxury Limousine bases.
Five Boro Limo

Five Boro Limo is a New York City Taxi & Limousine Commission (TLC)-licensed for-hire vehicle base. By making a reservation, submitting a deposit, or using our services, the client ("Passenger" or "Client") acknowledges and agrees to the following terms and conditions, which are designed to comply with applicable TLC rules and New York City/State law.
1. TLC Licensing & Prearranged Service
- All affiliated vehicles and drivers are individually licensed by the TLC.
- As a TLC-licensed Black Car / Luxury Limousine base, Five Boro Limo provides service exclusively on a prearranged ("garage to garage") basis. Vehicles do not accept street hails, and service must be booked in advance through Five Boro Limo directly.
- "Garage to garage" service means the fare covers the trip from the vehicle's point of dispatch, through passenger pickup and drop-off, until the vehicle returns to base, in accordance with TLC rules for Black Car and Luxury Limousine bases.
- All vehicles display valid TLC plates and current TLC inspection decals. All drivers hold a valid TLC Driver License.
- Upon reasonable request, a Passenger may ask the driver for their name, TLC Driver License number, and the vehicle's TLC license (plate) number.
2. Fare Estimates & Pricing
- Passengers may request a fare estimate prior to booking. In accordance with TLC rules, Five Boro Limo will not charge more than 120% of any fare estimate provided for the trip as booked.
- Rates are charged on a flat rate and hourly basis as confirmed at time of booking and reflected on the Passenger's receipt.
- Quoted rates do not include gratuity, tolls, parking fees, airport fees, or applicable surcharges (e.g., NY congestion pricing) unless stated otherwise at time of booking.
- Changes to pickup location, drop-off location, route, passenger count, or service duration after booking may result in a revised fare, consistent with the 120% fare-estimate cap described above.
3. Payment Policy
- A $60 deposit is required to secure and confirm your reservation. The remaining balance is due upon chauffeur arrival and before departure.
- Airport bookings made within 24 hours of the scheduled pickup may require full payment at the time of booking.
- Accepted payment methods: Zelle • Apple Pay • Cash App • Credit/Debit Card. Consistent with TLC base requirements, the substantial majority of Five Boro Limo's business is conducted on a non-cash payment basis.
- The $60 deposit is applied toward the total balance due and is not an additional fee on top of the quoted fare.
- A 3.4% plus $0.30 per transaction processing fee applies to credit/debit card payments; no fee applies to Zelle, Apple Pay, or Cash App.
- A receipt will be provided to every Passenger upon completion of the trip, or immediately upon request, showing the fare and any applicable surcharges.
4. Gratuity
- Gratuity is not included in the quoted fare unless otherwise stated.
- A suggested gratuity of 18–20% may be added to the final invoice. Clients are welcome to adjust gratuity based on their experience.
5. Hourly Booking Minimum
- All hourly chauffeur services require a 3-hour minimum reservation.
- Requests for less than the 3-hour minimum may not be accepted.
- Hourly services are billed in full-hour increments.
6. Time & Service Extensions
- Clients receive a 15-minute grace period after their scheduled booking time ends.
- If service continues beyond the 15-minute grace period, an additional full hour will be charged.
- Clients requesting an extension must notify Five Boro Limo before their scheduled service time expires.
- Payment for the next hour must be received before the current booked time ends in order to continue service.
- Extensions are subject to chauffeur and vehicle availability and are billed in full-hour increments.
7. Airport Waiting-Time Policy
Domestic Flights
- Up to 1 hour of complimentary waiting time is provided after the flight's actual arrival time.
International Flights
- Up to 1 hour and 15 minutes of complimentary waiting time is provided after the flight's actual arrival time.
- Clients are responsible for providing accurate flight information and a valid flight number when making an airport reservation.
- Additional waiting time beyond the included period may be subject to additional charges, disclosed in advance where practicable.
- If the passenger cannot be reached or located after the applicable waiting period, the reservation may be considered a no-show.
- Flight delays, cancellations, terminal changes, or other circumstances affecting the reservation should be communicated to Five Boro Limo whenever possible.
8. General Waiting-Time Policy
- For non-airport pickups, clients are expected to be ready at the scheduled pickup time.
- Waiting beyond any included grace period may result in additional charges.
- For hourly reservations, the booked time continues to run while the chauffeur is waiting for the client.
- Additional waiting time and service extensions are subject to chauffeur availability.
9. Cancellation & Refund Policy
- Cancellations must be communicated to Five Boro Limo as soon as possible.
- The $60 deposit is non-refundable when a reservation is cancelled within 24 hours of the scheduled pickup time.
- Cancellations made more than 24 hours before the scheduled pickup may be eligible for a deposit refund, subject to the reservation terms.
- Cancellations within 24 hours may result in the client being responsible for up to 100% of the reserved service amount, depending on the booking.
- Once the chauffeur has arrived at the pickup location, cancellation may be subject to the full reservation charge.
- Refunds, when applicable, will generally be processed using the original payment method.
10. Company-Initiated Cancellation
- In the rare event Five Boro Limo must cancel a confirmed reservation due to circumstances beyond our control, clients will be notified as soon as possible and offered a full refund of the deposit or rebooking at no additional charge.
11. No-Show Policy
A reservation may be considered a no-show when:
- The client is not present at the agreed pickup location.
- The client cannot be reached after reasonable attempts to contact them.
- The client fails to respond within the applicable waiting period.
- The client cancels after the chauffeur has arrived.
No-show reservations may be charged up to 100% of the reserved service amount.
12. Non-Discrimination Policy
- In accordance with TLC rules and New York City and State law, Five Boro Limo and its drivers will not refuse service to, or otherwise discriminate against, any Passenger on the basis of race, color, national origin, religion, gender, gender identity or expression, sexual orientation, age, disability, or destination within the vehicle's approved service area.
- Illegal service refusals may be reported to the TLC by calling 311, using the 311 mobile app, or visiting 311.nyc.gov.
13. Service Animals & Accessibility
- Service animals are welcome in all Five Boro Limo vehicles. A driver may not refuse to transport a Passenger with a service animal.
- Passengers with disabilities will not be charged an additional fee for the transport of a mobility device, service animal, or an accompanying attendant.
- Passengers requiring a wheelchair-accessible vehicle should note this at time of booking so Five Boro Limo can confirm appropriate vehicle availability.
14. Insurance & Liability
- All Five Boro Limo vehicles carry commercial liability insurance meeting or exceeding TLC-mandated minimum coverage levels for the vehicle's passenger capacity.
- Five Boro Limo is not responsible for personal items lost, damaged, or left in the vehicle.
- Five Boro Limo's liability is limited to the direct cost of the reserved service and does not extend to consequential damages, missed connections, or indirect losses arising from delays outside our reasonable control (see Section 20).
- Insurance claims arising from an accident are handled through the New York State Department of Financial Services / vehicle insurance carrier and not directly by the TLC.
15. Smoking & Vaping Policy
- Smoking is permitted only in select vehicles and must be requested at the time of booking.
- Smoking Fee: $150
- Smoking must be selected and disclosed when making the reservation.
- Unauthorized smoking or vaping in a non-smoking vehicle will result in a $250 cleaning fee.
- The client may be responsible for any additional damage or specialized cleaning required.
16. Alcohol Policy
- Alcohol consumption in the vehicle is permitted only where legally allowed and at the chauffeur's discretion.
- Clients supplying their own alcohol (BYOB) do so at their own responsibility; New York open-container laws apply outside designated private-vehicle exemptions.
- Alcohol is strictly prohibited for passengers under 21.
17. Minor Passengers
- Passengers under 18 must be accompanied by an adult unless prior arrangements have been made with Five Boro Limo.
- Car seats, if required, must be requested at time of booking and provided by the client unless otherwise arranged.
18. Passenger & Luggage Capacity
- Each vehicle has a maximum passenger and luggage capacity, consistent with its TLC seating certification, disclosed at time of booking. Reservations exceeding stated capacity may be declined or subject to additional vehicle fees.
19. Passenger Conduct & Vehicle Care
- Passengers are expected to treat the chauffeur, vehicle, and property with respect.
- Damage caused by a passenger may result in additional charges for repair, replacement, or professional cleaning.
- Excessive mess, spills, stains, or other damage may result in additional cleaning fees.
- Illegal activity or unsafe behavior inside the vehicle is strictly prohibited.
- Five Boro Limo reserves the right to terminate service if passenger behavior creates a safety concern for the chauffeur, passengers, or vehicle.
20. Unforeseen Circumstances
Five Boro Limo will make every reasonable effort to provide safe and reliable transportation. However, we are not responsible for delays or service interruptions caused by circumstances outside our reasonable control, including severe weather, accidents, road closures, traffic conditions, government restrictions, mechanical emergencies, or other unforeseen circumstances.
When possible, Five Boro Limo will work with the client to arrange a reasonable alternative.
21. Vehicle Substitution
- In the rare event the reserved vehicle becomes unavailable due to mechanical issues or unforeseen circumstances, Five Boro Limo reserves the right to substitute a comparable or upgraded TLC-licensed vehicle at no additional cost to the client.
22. Lost & Found
- Items found in the vehicle after service will be held for 5 days. Clients may arrange retrieval or delivery; a return delivery fee may apply.
- Five Boro Limo is not liable for items not claimed within this period.
23. Reservation Changes
Changes to the following should be communicated as soon as possible:
- Pickup time
- Pickup or drop-off location
- Destination
- Passenger count
- Vehicle type
- Service duration
All changes are subject to availability and may result in a revised fare, consistent with Section 2.
24. Data Privacy & Security
- Five Boro Limo maintains an information security and use of personal information policy governing the collection, use, and protection of Passenger personal and trip data, consistent with TLC requirements for licensed bases.
- Passenger information (including contact details, pickup/drop-off locations, and payment data) is used solely to provide and bill for the reserved service and is not sold to third parties.
- Some vehicles may be equipped with dashcams or security cameras for safety purposes; footage is used solely for incident review and is not shared publicly.
25. Complaints & TLC Contact
- Passengers may file a complaint about service, billing, or conduct directly with Five Boro Limo, or with the NYC Taxi & Limousine Commission by calling 311, using the 311 mobile app, or visiting 311.nyc.gov.
- Passengers have the right to request the driver's name, TLC license number, and vehicle license number at any time during the trip for the purpose of filing a complaint or compliment.
26. Governing Law & Dispute Resolution
- These terms are governed by the laws of the State of New York and applicable New York City Administrative Code and TLC Rules (Title 35, Rules of the City of New York).
- Any disputes arising from services rendered shall first be addressed through good-faith negotiation and, if unresolved, through binding arbitration or small claims court, without prejudice to a Passenger's right to file a complaint with the TLC.
27. Client Agreement
By booking transportation with Five Boro Limo, submitting a deposit, or using our services, the client confirms that they have read, understood, and agreed to these Booking Terms & Conditions.
This document reflects TLC Black Car / Luxury Limousine base rules as of August 2026, including the prearranged-service requirement, the 120% fare-estimate cap, non-discrimination and service-animal rules, and the base information-security policy requirement.
